【摘要】:Use8212;ThisguideisintendedforuseonavoluntarybasisbypartieswhodesiretoobtainabaselinePCAofcommercialrealestate.Thisguidealsorecognizesthattherearevaryinglevelsofpropertyconditionassessmentandduediligencethatcanbeexercisedthatarebothmoreandlesscomprehensivethanthisguide,andthatmaybeappropriatetomeettheobjectivesoftheuser.Usersshouldconsidertheirrequirements,thepurposethatthePCAistoserve,andtheirrisktolerancelevelbeforeselectingtheconsultantandthelevelofduediligencetobeexercisedbytheconsultant.Theusershouldalsorevieworestablishthequalifications,orboth,oftheproposedfieldobserverandPCRreviewerpriortoengagement.APCRshouldidentifyanydeviationsorexceptionstothisguide.Furthermore,noimplicationisintendedthatuseofthisguideberequiredinordertohaveconductedapropertyconditionassessmentinacommerciallyprudentandreasonablemanner.Nevertheless,thisguideisintendedtoreflectareasonableapproachforthepreparationofabaselinePCA.ClarificationofUse:SpecificPointinTime8212;AusershouldonlyrelyonthePCRforthepointintimeatwhichtheconsultant''sobservationsandresearchwereconducted.Site-Specific8212;ThePCAperformedinaccordancewiththisguideissite-specificinthatitrelatestothephysicalconditionofrealpropertyimprovementsonaspecificparcelofcommercialrealestate.Consequently,thisguidedoesnotaddressmanyadditionalissuesinrealestatetransactionssuchaseconomicobsolescence,thepurchaseofbusinessentities,orphysicaldeficienciesrelatingtooff-siteconditions.WhoMayConduct8212;Thewalk-throughsurveyportionofaPCAshouldbeconductedbyafieldobserver,andthePCRshouldbereviewedbyaPCRreviewer;bothqualifiedassuggestedinX1.1.1.1andX1.1.1.2,respectively.Principles8212;Thefollowingprinciplesareanintegralpartofthisguide.Theyareintendedtobereferredtoinresolvingambiguity,orinexercisingdiscretionaccordedtheuserorconsultantinconductingaPCA,orinjudgingwhetherauserorconsultanthasconductedappropriateinquiryorhasotherwiseconductedanadequatePCA.UncertaintyNotEliminated8212;NoPCAcanwhollyeliminatetheuncertaintyregardingthepresenceofphysicaldeficienciesandtheperformanceofasubjectproperty''sbuildingsystems.PreparationofaPCRinaccordancewiththisguideisintendedtoreduce,butnoteliminate,theuncertaintyregardingthepotentialforcomponentorsystemfailureandtoreducethepotentialthatsuchcomponentorsystemmaynotbeinitiallyobserved.Thisguidealsorecognizestheinherentsubjectivenatureofaconsultant''sopinionsastosuchissuesasworkmanship,qualityoforiginalinstallation,andestimatingtheRULofanygivencomponentorsystem.Theguiderecognizesaconsultant''ssuggestedremedymaybedeterminedundertimeconstraints,formedwithouttheaidofengineeringcalculations,testing,exploratoryprobing,theremovalorrelocationofmaterials,design,orothertechnicallyexhaustivemeans.Furthermore,theremaybeotheralternativeormoreappropriateschemesormethodstoremedyaphysicaldeficiency.Theconsultant''sopinionsgenerallyareformedwithoutdetailedknowledgefromthosefamiliarwiththecomponent''sorsystem''sperformance.NotTechnicallyExhaustive8212;Appropriatedued......
